gWorks has partnered with Freedom Systems to help with a complete platform of municipal software, systems and services specifically designed for local government. Learn More W. Gary Lowe is the general manager for Freedom Systems. Gary is responsible for management of the Client Support Center that includes the Call Center and the Education and Training Center. In addition, he directs all Freedom System's software development activities and professional services related to customer evaluations, implementations and testing.
